Default URL Error

When selecting URL as the menu type there is an small issue with the default URL: It is adding %23 at the end

this is due to the default behavior of get_link() method, it returns '#' when there is no link set, but it also uses that method to get the url for the form, i've fixed it, that if it is '#' it will set the default to 'null' which will not have anything in the url box.
