Hover or click menu stays open

This was fine on 2.1.1 but on 3.0 wether you use Click or Hover menu, the menu stays stuck open, you cannot get the menu to hide, you can hover or click another menu and that will display, but you'll never always have a menu open.

seems to be a problem only with the one effect fade down...not sure why its the only 1 effect tho...my dev build is currently haunted as when i remove the "open/close" code all together cj menu still works and its not suppose to be doing that...
